Evidence Based Policy Making

A quick question for Chris. I agree with him about Evidence Based Policy Making (EBPM).

Is the real reason that EBPM is so widely used because our political representation is taking an increasingly judicial quality?

I think there's an element of that. EBPM is like due diligence. It's used to not actually optimize decision making, but to go through the motions, to give the impression that the decision is not taken aribtrarily.
